The Ministry of Minority Affairs was carved out of Ministry of Social Justice & Empowerment and created on 29th January 2006 to ensure a more focused approach towards issues relating to the notified minority communities namely Muslim, Christian, Budhist, Sikhs, Parsis and Jain. The mandate of the Ministry includes formulation of overall policy and planning, coordination, evaluation and review of the regulatory framework and development programmes for the benefit of the minority communities.

Shri Mukhtar Abbas Naqvi has assumed the office as a Union Minister for Minority Affairs on Monday, 4 September 2017 in New Delhi.

Dr. Virendra Kumar has assumed the office as a Minister of State for Minority Affairs on Monday, 4 September 2017 in New Delhi.

Shri Ameising Luikham is the Secretary of the Ministry. The Secretary is assisted by a Additional Secretary, three Joint Secretaries and a Joint Secretary & Financial Adviser (additional charge). The Ministry has a sanctioned strength of 118 Officers/Staff.

Subjects allocated to this Ministry as per Second Schedule to the Government of India (Allocation of Business) Rules, 1961 are:- (THIS IS JUST FOR YOUR UNDERSTANDING)

  1. Overall policy, planning, coordination, evaluation and review of the regulatory and developmental programmes of the minority communities.
  2. All matters relating to minority communities except matters relating to law and order.
  3. Policy initiatives for protection of minorities and their security in consultation with other Central Government Ministries and State Governments.
  4. Matters relating to linguistic minorities and of the office of the Commissioner for Linguistic Minorities.
  5. Matters relating to the National Commission for Minorities Act.
  6. Work relating to the evacuee Wakf properties under the Administration of Evacuee Property Act, 1950 (31 of 1950) (since repealed).
  7. Representation of the Anglo-Indian Community.
  8. Protection and preservation of non-Muslim shrines in Pakistan and Muslim shrines in India in terms of the Pant-Mirza Agreement of 1955, in consultation with the Ministry of External Affairs.
  9. Questions relating to the minority communities in neighbouring Countries, in consultation with the Ministry of External Affairs.
  10. Charities and Charitable Institutions, Charitable and religious Endowments pertaining to subjects dealt with in the Department.
  11. Matters pertaining to the socio-economic, cultural and educational status of minorities; minority organisations, including the Maulana Azad Education Foundation.
  12. The Wakf Act, 1995 (43 of 1995) and Central Wakf Council.
  13. The Durgah Khawaja Saheb Act, 1955 (36 of 1955).
  14. Funding of programmes and projects for the welfare of minorities, including the National Minorities Development and Finance Corporation
  15. Employment opportunities for minorities in the Central and State public sector undertakings, as also in the private sector.
  16. Formulation of measures relating to the protection of minorities and their security in consultation with other concerned Central Ministries and State Governments.
  17. National Commission for Socially and Economically Backward Sections among Religious and Linguistic Minorities.
  18. All matters relating to the Justice Sachar Committee.
  19. Prime Minister’s new 15-Point Programme for Minorities.
  20. Any other issue pertaining to the minority communities.
  21. Management of Haj Pilgrimage, including administration of the Haj Committee Act, 1959 (51 of 1959) and the rules made thereunder.

The Ministry of Human Resource Development deals with matters among others relating to the following subjects:

  1. National Council for Promotion of Urdu Language(NCPUL).
  2. Education of Minorities.
  3. National Commission for Minority Educational Institutions.
  4. Scheme for Providing Quality Education in Madrassas(SPQEM).
  5. Scheme for Infrastructure Development for Minority Institutes(IDMI).
  6. Scheme for Infrastructure Development in Private Aided/Unaided Minority Institutes (Elementary, Secondary/Senior Secondary School).
  7. The Right of Children of Free and Compulsory Education Act,2009.

DETAILS OF SCHEMES / PROGRAMMES / INITIATIVES UNDERTAKEN BY MINISTRY OF MINORITY AFFAIRS FOR WELFARE OF MINORITIES

(A) Educational Empowerment

(i) Scholarship Schemes: –

(a) Pre-Matric Scholarship Scheme.

(b) Post- Matric Scholarship Scheme.

(c) Merit-cum-Means based Scholarship Scheme.

(ii) Maulana Azad National Fellowship (MANF) Scheme.

(iii) Naya Savera – Free Coaching and Allied Scheme for the candidates / students belonging to Minority Communities.

(iv) Padho Pardesh – Scheme of Interest Subsidy on Educational Loans for Overseas Studies for the Student belonging to Minority Communities.

(v) Nai Udaan – Support for Minority Students clearing Prelims conducted by UPSC, State Public Service Commissions (PSCs) and Staff Selection Commission.

 

(B) Economic Empowerment:

(i) Skill Development:

(a) Seekho aur Kamao (Learn & Earn).

(b) USTTAD (Upgrading the Skills and Training in Traditional Arts/ Crafts for Development).

(c) Nai Manzil – A scheme to provide education and skill training to the youth from Minority Communities.

(ii) Concessional credit through National Minorities Development and Finance Corporation (NMDFC).

 

(C) Infrastructure Development:

Pradhan Mantri Jan Vikas Karyakaram (PMJVK).

(D) Special Needs:

(i) Nai Roshni – The scheme for leadership development of Minority Women.

(ii) Hamari Dharohar – A scheme to preserve rich heritage of minority communities of India under the overall concept of Indian culture.

(iii) Jiyo Parsi – Scheme for Containing Population Decline of Parsis in India.

(iv)Waqf Management –

(a) Qaumi Waqf Board Taraqqiati- Scheme (Scheme of Computerization of Records and Strengthening of State Waqf Boards)

(b) Shahari Waqf Sampatti Vikas Yojana (Scheme for Grants-in-Aid to Waqf – Development of Urban Waqf Properties)

(v) Reasearch/ Studies, Monitoring and Evaluation of Development Schemes Including Publicity

(vi)Haj Management

 

(E) Support to institutions:

(i) Corpus Fund to Maulana Azad Education Foundation (MAEF).

(ii) Equity to National Minorities Development & Finance Corporation (NMDFC).

(iii) Grants-in-Aid Scheme to State Channelizing Agencies of National Minorities Development & Finance Corporation.

Support to Institutions

Corpus Funds to MAEF

​The Maulana Azad Education Foundation (MAEF) was established in 1989 as a voluntary, non-political, non-profit making society registered under the Societies Registration Act, 1860.

Corpus Fund

The Foundation is implementing its schemes out of the interest earned on its Corpus Fund, which is its main source of income. The Corpus Fund has been provided to the Foundation as part of plan assistance. The Corpus fund, which stood at Rs.100 crores in the year 2006-07 now stands at Rs. 1249.00.

Equity to NMDFC

Authorized and Paid-up Share Capital of NMDFC

The Authorized Share capital of NMDFC is Rs.3000.00 crores with 73% (2190.00 crores) contribution from Central Government, 26% (780.00 crores) contribution from various State/UT Governments and 1% (30.00 crores) from individuals/organizations having interest in minorities.

The paid-up share capital of NMDFC as on 31/03/2018 is Rs. 1796.60 crores with contribution of Rs.1435.00 crores by Government of India and Rs.361.60 crores by State/UT Governments i.e. 65.53% and 46.36% respectively.

Grant in Aid Scheme to State Channelising Agencies of National Minorities Development & Finance Corporation

SCAs, in general, are financially weak. They are suppoarted for the following activities under the Grant in Aid (GIA) Scheme of the Ministry of Minority Affairs.

Infrastructure

Photocopier, Fax machine, Other Office Equipments.

Training

Training to the beneficiaries, Training to staff/officers.

Advertising & Publicity

Advertising in Regional Newspaper (approved by DAVP), Printing of Pamphlets / Brochures / Schemes, Application forms for beneficaries, Banners / Signatures / Hoardings for publicity purpose, Advts. in electronic media, Awareness camps, Seminars, Conferences, Workshop etc.

Consulatancy

Impact / Review / Evaluation Studies, Techno Economic Surveys, Project Appraisals.

Recovery Related

Payment of wages to outsourced employess, taxi hiring, TA/DA to staff, POL., Legal exp.
